To improve everyone's health and security, we activate all facets of society, including governments, civil society, international organizations, foundations, advocates, researchers, and medical professionals.The 1948 Constitution's fundamental tenets of everyone's right to health and well-being continue to serve as the foundation for WHO's operations. Every Member State sends a delegation to the World Health Assembly, which is the WHO's decision-making body.We are dedicated to the accountability concept, which is a fundamental value for an organization trusted by nations and other donors to make efficient use of scarce resources in order to safeguard and enhance global health. Any organization that asks the nations of the world to entrust it with their monies, promising to use them to improve health internationally, needs accountability to succeed. It is even more important in a world where competition for scarce development resources is growing and performances are being scrutinized more closely. It makes sense for nations and other contributors to want to know the results of their efforts.One of the topics of discussion among diplomats who gathered to establish the United Nations in 1945 was the creation of a worldwide health organization. We now commemorate April 7, 1948, as World Health Day, the day WHO's Constitution went into effect.Representatives from Brazil and China suggested the creation of an international health organization and called for a conference to draft its constitution during the United Nations (UN) founding summit in San Francisco in April 1945. The UN Economic and Social Council directed the Secretary-General to call such a conference on February 15, 1946. Proposals for the Constitution were created by a Technical Preparatory Committee that convened in Paris from March 18 to April 5, 1946, and submitted to the International Health Conference in New York City from June 19 to July 22, 1946.These suggestions served as the foundation for the Conference's drafting and adoption of the World Health Organization's Constitution, which was signed on July 22, 1946, by representatives of the 51 UN members and ten other countries. The Conference also created an Interim Commission to oversee certain of the current health organizations' operations until the World Health Organization's Constitution takes effect. WHO should be a specialized agency of the UN, according to the preamble and Article 69 of the WHO Constitution.According to Article 80, the Constitution will take effect after 26 UN members have ratified it. On April 7, 1948, the 26th of the 61 governments that had signed the Constitution ratified it, bringing it into effect. On June 24, 1948, the inaugural Health Assembly convened in Geneva, attended by representatives from 53 of the 55 Member States. It was determined that the Interim Commission would dissolve at midnight on August 31, 1948, and that WHO would take over right away.


The United States pulling out of the world Organization for Health In accordance with the powers granted to me as President by the US Constitution and US statutes, it is therefore ordered:Section 1. Purpose. The United States announced its withdrawal from the World Health Organization (WHO) in 2020 due to the organization's mishandling of the COVID-19 pandemic that erupted in Wuhan, China, and other global health crises, its failure to implement urgently needed reforms, and its inability to demonstrate independence from the inappropriate political influence of WHO member states. Furthermore, the WHO continues to demand excessively high payments from the United States, which are significantly out of proportion to other countries' assessed costs. China, with 1.4 billion people, has three times the population of the United States yet contributes approximately 90% less to the WHO. Sec. 2: Actions. (a) The US proposes to withdraw from the World Health Organization.The Presidential Letter to the Secretary-General of the United Nations, signed on January 20, 2021, retracting the United States' withdrawal notification dated July 6, 2020, is rescinded.

(a) Executive Order 13987, dated January 25, 2021, is rescinded. (c) The Assistant to the President for National Security Affairs shall create directorates and coordinating mechanisms within the National Security Council apparatus that he thinks necessary and appropriate to protect public health and strengthen biosecurity. (d) The Secretary of State and the Director of the Office of Management and Budget shall take reasonable measures, with all possible speed, to:(i) suspend future transfers of funding, support, or resources from the United States Government to the World Health Organization; (ii) recall and reassign United States Government officials or contractors working in any capacity with the WHO. (iii) seek trustworthy and transparent US and international partners to take over activities previously handled by the WHO. (e) The Director of the White House Office of Pandemic Preparedness and Response Policy shall evaluate, cancel, and replace the 2024 U.S. Global Health Security Strategy as soon as possible. Section 3. Notification. The Secretary of State must immediately notify the Secretary-General of the United Nations, any other applicable depositary, and the WHO leadership of the withdrawal.Sec. 4: Global System Negotiations. While withdrawal is underway, the Secretary of State will suspend talks on the WHO Pandemic Agreement and modifications to the International Health Regulations, and any acts taken to implement such agreement and amendments will have no binding force on the United States. Section 5. General Provisions. (a) Nothing in this order should be interpreted to impair or otherwise affect: (i) the authority granted by law to an executive department or agency, or its head; (ii) the Director of the Office of Management and Budget's responsibilities on financial, administrative, and legislative measures. (b) This order shall be implemented in accordance with existing law and subject to the availability of appropriations.(c) This order is not intended to, and does not create, any substantive or procedural right or benefit enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, agents, or anyone else. The declaration that the United States of America is to leave the World Health Organization is regretted by the organization. By addressing the underlying causes of disease, strengthening health systems, and identifying, preventing, and responding to health emergencies, including disease outbreaks, frequently in hazardous locations that others cannot access, WHO plays a critical role in safeguarding the health and security of people worldwide, including Americans.Along with 193 other Member States, the United States was one of the original members of WHO in 1948 and has since actively engaged in the World Health Assembly and Executive Board, helping to shape and oversee the organization's operations. The USA and WHO have been saving lives and safeguarding Americans and everyone else from health risks for more than 70 years. We have worked together to eradicate smallpox and have nearly eradicated polio. Membership in WHO has benefited and contributed to American institutions. In order to improve our accountability, cost-effectiveness, and impact in nations, WHO has carried out the most extensive set of reforms in its history over the last seven years, with the assistance of the United States and other Member States.This work is still ongoing. For the sake of the health and welfare of millions of people worldwide, we really hope that the United States will change its mind and look forward to having a productive conversation to keep the USA and WHO working together.
